THE TARGET
As never before Local and Institutional Authorities, in every level, have been involved in
first place in the difficult crime prevention and in the active protection of their own
citizens.
The urban security policies and related active plans and procedures are today an
integrated part of the territorial local authority political actions who have accepted the
hard task of coordinating field actions in all the areas of authority.
Security Council departments are consequently points of reference, receivers of more
and more responsibility at different levels. They themselves have become an integrated
part of the sensitive objectives, indicated by the department of the interior.
The cases in which such agencies and their institutional referents have been object of
attacks or intimidations are not few.
With the new situation created by the outbreak of international terrorism, in coherence
with the security policies coordinated in national and local fields, the need for preparation
and the capability of intervention by the local polices have increased considerably.
